Grey Storm is a super hero or a super villain, he doesn't care which. He is the most apathetic being in Scar City. He once was able to defeat Guy Hero by unwittingly exploiting his weakness of apathy.
He is apparently an elemental being comprised of snow, fire, wind, rain and fog.
